3 r <br />~ ! ! 1 f <br />~ ! ~ ~ ~ I <br />~~~~ <br />Section 4: Section 9.254 of the Eugene Code, 1971, is hereby <br />amended by adding in alphabetical order therein the following: <br />9.254 <br />Solar access. An unobstructed exposure to avail- <br />able solar radiation during daytime hours for the pur- <br />pose of allowing solar radiation to be used to meet a <br />portion of a building's energy requirements. <br />Section 5. Subparagraphs Via}. and fib} of Subsection ~2 } of Sec- <br />tion 9.510 of the Eugene Code, 19.71, are hereby amended to provide: <br />9.514 General Provisions. <br />~2}_ Pxocessin ste sR ~r1Qr to issuance of a building <br />perr~it, planned unit development applications must be approved <br />at each of the ~~fol~.owing steps <br />~~a}_ Ste ~ one - Diagrammatic plans. Consideration <br />of applications in terms of ~ off -sine impact, site suit-- <br />ability, building types, land use mix, solar access, and <br />relationship to existing and planned public services. <br />Approval is not an endorsement of building design or pre- <br />cise ,location of structures. <br />~b~ Step two ~- g~elimi.nar plans. Consideration <br />of applications in terms of on-site factors to assure <br />the flexibility afforded by planned unit development <br />regulations is used to preserve solar access, on-site <br />amenities, create an attractive, safe, efficient and <br />stable environment, and assure reasonable com atibilit <br />with the surroun ~ ~ p y <br />ding area.
