We support the A-Engrossed version of HB 2426. B3 Oppose <br />Comments: <br />HR 3 expresses approval and support of forest resource management plans developed <br />under the BLM's Western Oregon Plan Revisions (WOPR). I think this is a resolution the <br />City of Eugene would want to oppose. <br />The City Council is already on record as having serious reservations about the WOPR. <br />The Governor is on record as being opposed to the WOPR. In addition, the Obama <br />administration is considering reviewing the process that the Bush administration used to <br />approve the WOPR. Multiple federal agencies and many conservation groups are <br />opposed to the WOPR. <br />Among the many concerns expressed about the WOPR are: (a) that it does not protect <br />stream health and water quality sufficiently; and (b) that it does not protect habitat <br />suitable for northern spotted owls adequately. <br />In particular, I think the City should be concerned about the reduced protection for stream <br />health and water quality that WOPR provides relative to the NW Forest Plan. This lack of <br />streamside protection in WOPR will have downstream affects, all the way to Eugene (in <br />both the Willamette and McKenzie Rivers). <br />SB 0519 <br />6 <br />
