18885 <br />ADMINISTRATIVE RULES AF~'ECT~NG <br />APPLTCATTONS FoR PARADE PERMITS <br />Pursuant to Section 5.505~7~ of the Eugene Code, 1971, the <br />following administrative rules are %ssued concerning applica- <br />tions for parade permits. The intent of these rules is to fur- <br />nish greater detail regarding the process for permit application <br />and those occasions where financial compensation is required. <br />It is the intent of these rules that no~indigent parade permit <br />applicant be denied a parade permit because of that person's in- <br />ability to pay for additional police that may be required. <br />All parade permits and parades organized thereby shall conform <br />to the following: <br />1. Applications for parade permits are to be made in <br />person at the Police Department dur~,ing the normal business <br />hours of 8:00 a.m. to 5:00 p.m. r N~ond.ay through Friday, ex~- <br />clusive of holidays. <br />2. Applications shall include a statement by the <br />applicant ar its representative that a particular person <br />or persons shall be responsible for supervising the parade, <br />which statement shall be signed by the designated person or <br />persons. <br />3. Cn those occasions where because of previous commit- <br />ments of Police Department personnel it will be necessary to <br />employ additional police personnel or pay overtime to police <br />personnel in order to manage traffic congestion or diversion <br />caused by a parade, the parade applicants may be liable for <br />.such costs. Where such additional costs will be assessed <br />the applicants will be advised of this requirement and the <br />estimated costs of additional police services at the time <br />of the application. Upon completion of the event, the par- <br />ade applicant will be billed for these costs by the Finance <br />Department. The 48-hour application processing interval <br />shall not be waived whenever additional police resources <br />will be required. Payment of additional police costs shall <br />be required only if the following conditions are met: <br />a. Where the parade permit applicant is not <br />indigent and where the assets of the parade applicant <br />are sufficient to pay for such costs. Indigency shall <br />be determined by a personal affidavit from the appli- <br />cant. If the applicant represents an organization, <br />group or corporation, such individual shall swear that <br />the assets of the group, organization or corporation <br />are insufficient to pay for such police costs and that <br />the application for a parade permit is an authorized <br />act of the corporation, group or association. <br />Administrative Rules - l <br />
