Any applicant receiving approval far a parade shall be an actual participant in the parade. ghat person, along with any other individuals who are parade leaders shall wear conspicuous items of identification, such as colored arm bands, vests, hats, lapel buttons or name tags. 5. Applicants shall be notified at the time of applica- tion of the availability of insurance for the event. 6. No parade permit shall be issued for the use of any principal arterial street in the City of Eugene between the hours of 7:00 to 9:00 a.m, and 4:00 to 6:00 p.m., except on Sunday. "Principal arterial streets" shall be those streets designated as such on the Eugene Urban Area Map Functional Highway Classification Map} which is a product of the Oregon State Highway Division. It is the intent of this rule that parades not occur on principal arterial streets during rush hours . 7.
