Any applicant receiving approval far a parade shall <br />be an actual participant in the parade. ghat person, along <br />with any other individuals who are parade leaders shall wear <br />conspicuous items of identification, such as colored arm bands, <br />vests, hats, lapel buttons or name tags. <br />5. Applicants shall be notified at the time of applica- <br />tion of the availability of insurance for the event. <br />6. No parade permit shall be issued for the use of <br />any principal arterial street in the City of Eugene between the <br />hours of 7:00 to 9:00 a.m, and 4:00 to 6:00 p.m., except on <br />Sunday. "Principal arterial streets" shall be those streets <br />designated as such on the Eugene Urban Area Map Functional <br />Highway Classification Map} which is a product of the Oregon <br />State Highway Division. It is the intent of this rule that <br />parades not occur on principal arterial streets during rush <br />hours . <br />7.
