19?l, is hereby amended to read and provide: 9.688 ~.b} on its. own initiation, the commission may recommend to the council the creation of a site re- view sub_district of an existing use district. A commission recommendation shall be accompanied by a statement setting forth the reasons} why the site review sub-district is necessary. This statement shall include specific factors from among the follow- , ing: +1. Compatibility with the surroundings, particularly when residential in character. This factor shall not tape precedence over the need to provide housing for all income groups in the city. 2, Efficient, workable and safe inter- relationships among building, parking, circulation, open space, and landscaped areas as well as re- lated activities and uses. 3, Due consideration to the preservation of attractive and distinctive historical or natural features. 4, Signs and illumination in scale and har- mony with the site and area. 5. Adequate provision for flood control and storm drainage, 6, Safe and efficient ingress, egress, and on--site traffic circulation.. Section 6. That the provisions contained herein concern the public welfare and safety, and in order to provide for the orderl y administration of the City's zoning ordinances, an emergency is hereby declared to exist, and this ordinance shall become effec- tive immediately upon its passage by the City Council and approval by the Mayor.
