19?l, is hereby amended to read and provide: <br />9.688 <br />~.b} on its. own initiation, the commission may <br />recommend to the council the creation of a site re- <br />view sub_district of an existing use district. A <br />commission recommendation shall be accompanied by a <br />statement setting forth the reasons} why the site <br />review sub-district is necessary. This statement <br />shall include specific factors from among the follow- <br />, <br />ing: <br />+1. Compatibility with the surroundings, <br />particularly when residential in character. This <br />factor shall not tape precedence over the need <br />to provide housing for all income groups in the <br />city. <br />2, Efficient, workable and safe inter- <br />relationships among building, parking, circulation, <br />open space, and landscaped areas as well as re- <br />lated activities and uses. <br />3, Due consideration to the preservation of <br />attractive and distinctive historical or natural <br />features. <br />4, Signs and illumination in scale and har- <br />mony with the site and area. <br />5. Adequate provision for flood control and <br />storm drainage, <br />6, Safe and efficient ingress, egress, and <br />on--site traffic circulation.. <br />Section 6.
