ORDINANCE NO. ~~!~~ <br />AN ORDINANCE ADOPTING AMENDMENTS TQ THE EUGENE- <br />SPRINGFIEI,D METRoPO~,ITAN AREA GENERAL PLAN; <br />AND DECLAR2NG AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />The Eugene-Springfield Metropolitan Area General Plan origi~- <br />Wally adopted by the Eugene City Council on July 28, 1880, has <br />served since that time as the basic land use planning guide far the <br />City of Eugene. All necessary parties to that comprehensive plan <br />did not agree upon the version of the plan adopted by the City of <br />Eugene. Moreover, compliance requests by the State of Oregon Land <br />Conservation and Development Commission have required revisions to <br />that plan. <br />Since the time of the adoption of the original Metropolitan <br />Area General Plan, public hearings and consultations between repre- <br />sentatives and governing bodies of the affected localities have <br />occurred with respect to amendments to the plan. <br />In preparing the amendments to the Metropolitan Area General <br />Plan, consideration was given to existing and projected conditions <br />in order to best meet the needs and goals of the metropolitan area <br />in planning for its future in compliance with applicable Statewide <br />Planning Goals. <br />Hearings have been held on amendments to the Metropolitan Area <br />General Plan before the City Planning Commission and this Council, <br />and testimony received and considered from neighborhood organiza- <br />tions and other affected groups and individuals.
