Now, therefore, THE CITY OF EUGENE DOES ORDAIN AS FQLLOWS: Section 1. Based upon the above findings, and the findings contained in the amendments and in the original Metropolitan Area General Plan which are incorporated herein by reference, and upon the hearing before this Council, the 1982 Amendments to the Au ust g , 1980 Eugene-Springfield Metropolitan Area General Plan {Metro Plan, including the text, and representational diagram set forth therein, including the numbered and identified changes to the presentl y adopted plan diagram, a copy of which is attached hereto and incor- posted herein by reference, is hereby adopted as Amendments to the August, 1980 Eugene-Springfield Metropolitan Area General Plan. Section 2. That the matters contained herein concern the pub- lic welfare and safety, and in order for the Land Conservation and Development Commission to consider the City's request for an amended acknowledgment of compliance, including establishment of an urban growth boundary at the earliest possible time, it is necessary for this ordinance to be immediately effective; therefore, an emergency is hereby declared to exist, and this Ordinance shall be effective immediately upon its passage by the City Council and a roval b th pp y e Mayer.
