<br />Section 4. The chairperson and vice-chairperson shall serve in those <br />respective positions for one-year terms of office. <br /> <br />ARTICLE 5. VACANCIES <br /> <br />Vacancies on the committee shall be filled in the same manner as original <br />appointments. A member so appointed shall serve for the unexpired term of <br />the member whose position becomes vacant. <br /> <br />ARTICLE 6. SUBCOMMITTEES <br /> <br />The committee shall have the authority to appoint subcommittees as the need <br />arises to make recommendations to the committee. The subcommittee may include <br />persons who are not members of the committee, but at least one member of the <br />subcommittee must be a member of the committee. <br /> <br />ARTICLE 7. INTERNAL ORGANIZATION <br /> <br />The committee may make and alter rules for its own conduct and procedures, <br />consistent with State law and the city's charter, ordinances,. resolutions, <br />and policies. <br /> <br />ARTICLE 8. AMENDMENTS <br /> <br />A majority of the committee may amend these bylaws at a regular meeting, <br />provided the committee discussed the amendment at the preceeding regular <br />meeting, or the staff sent a copy of the proposed amendment to all com- <br />mittee members at least two weeks prior to the regular meeting at whice <br />action is to occur.
