Development Standards <br />(z s2-s) <br />In this special development district the general standards <br />set forth in the City Code governing development in the C-2 <br />Community Commercial District shat 1 prevai 1 except as expressly <br />provided for below: . <br />a. 0n-site parking wi 11 not be required where existing buildings <br />are used. <br />b, R11 new development when possi b1 e} shal 1 provide parking i n. <br />excess of its own needs to accommodate parking generated by ~_ <br />redevelopment, <br />c. Provision of parking shal 1 be the responsi bi 1 i ty of the <br />special development district association rather than individual <br />tenants or property owners. <br />d. While not requiring the provision of parking in accordance with <br />the normal standards set forth in this code, it will be the <br />responsi bi 1 i ty of the special development district to p~novi de <br />additional parking in the event demonstrated parking problems <br />are created by development in this special district. Determinations <br />concerning the extent of any alleged parking problem and the <br />amount of parking necessary to resolve the prabl em shall be <br />made by the Hearings Official through the conditional use <br />permit procedures. <br />e. All new development proposals and redevelopment proposals <br />within the speci a1 development di stri ct.wha] 1 be reviewed by a <br />design.rev~ew team selected by the special development district <br />association. One member of the Eugene Planning Department Staff <br />shall serve an an ex-officio voting member of the design review <br />team. A favorabl e report from this design revi ew~ team shal ] be <br />necessary prior to approval of any proposal by the Hearings' <br />Offi cal . <br />4. .Public Facilities <br />Within this speci a1 development District, the fo11 owi ng improvements <br />shat 1, be ,provided at the expense of the special development district <br />assac~at~on: <br />a. Brick paving for sidewalks similar to that installed in front <br />of the Granary; <br />b. Installation of a median strip on Fifth Avenue with trees and <br />ground cover; <br />c. Removal of curbside parking except for short-time 1 oath ng zones ; <br />
