18989 <br />off Street Laad <br />~l} A11 loading spaces for commercial and industrial <br />buildings and uses shall be aff the street and shall be in ex- <br />cess of required parking spaces. <br />~2} In the I--l district all off-street loading spaces <br />and uses shall be on interior service courts or screened from <br />view at eye level from all property lines by; <br />Via} A dense ~,i.e., 75 percent opacity within 3 <br />years} planting of evergreen plant materials which <br />attain a mature he~,ght of at least six feet; or, <br />fib} By an opaque fence six feet in height; ar, <br />~.c} By landscaped earth berms. <br />When necessary, screening shall also have accaustical properties <br />which augment the activity's ability to conform to the noise <br />standards in section 9.644. <br />Section 12. <br />The f al lc~~ving new sections are hereby added to <br />the Eugene Code, 1971, to read and provide: <br />9.442 Description and Purpose. <br />~.1} The purpose of the I-~l Special Industrial District <br />is to protect and enhance the sites identified as Special Light <br />Industrial in the Metropolitan Area General Plan in order to <br />efficiently accomodate large concentrations of specialized light <br />industrial and related uses, These uses: <br />(.a} Have re~.atively large numbers of employees <br />per acre; <br />(b} Do not generate offensive external impacts <br />or tolerate noise, pollution, or substantial emissions; <br />and, <br />~.c } Require locations near major thorvughf ayes <br />and nonmariufacturing areas. <br />~.2} Fox these reasons, development is limited to the <br />following three categories of mutually compatible uses needing <br />parklike settings: <br />~a} High-technology manufacturing; <br />fib} Freestanding offices; and <br />~.c} Planned industrial parks containing light <br />manufacturing uses and related service and trade acti- <br />vities. <br />9.443 Permitted Buil,d,n,~s_„ a,n~ ,,,Uses. In the I-1 special in- <br />dustrial district, the following buildings and uses are <br />permitted, subject to the general provisions and exceptions <br />set forth in sections 9.445 and 9.532 to 9.662. Items within <br />parentheses are only descriptive. Buildings and uses actually <br />permitted in those situations are precisely listed in the Stand- <br />ard Industrial Classification SIC} Manual as defined in section <br />J r 2 5 `t r <br />Ordinance _ 5 <br />
