18989 <br />of the design team must certify that building, elevation, <br />site, and landscape plans submitted in connection with <br />the site review and building permit applications comply <br />with applicable ~-l district provisions and conditions <br />of approval. <br />~.b} Site review rocedures. Buildings and uses <br />within an industrial park as provided for in the I-l <br />district shall be approved in accordance with site re- <br />view procedures set forth in sections 9.686 to 9.694, <br />except that written affirmative findings as stated be- <br />low shall be required in lieu of those found in section <br />9.688 <br />1. The proposed development is consistent <br />with standards, glans, policies, and ordinances <br />of the city. <br />2. The proposed development is of general <br />design and character, ~_including but not limited <br />to ant~,cipated building design, type, location, <br />bulk, height, looation, and distribution of land- <br />scaped area, parking, roads, and access which <br />will not create problems for the appropriate devel-- <br />opment of abutta.ng properties and the surrounding <br />area. <br />3. The proposed development will create an <br />attractive, safe, efficient, and stable internal <br />environment. <br />4. Proposed buildings, roads and other uses <br />will be designed and sited to ensure preservation <br />of significant on--site vegetation, topographic fea- <br />tures, and other unique or worthwhile natural <br />features so as to prevent soil erosion or flood <br />hazard. <br />5. There will be adequate on-site provisions <br />for utility services, emergency vehicular access, <br />and public transportation facilities if on exist- <br />ing or proposed transit routings, <br />~5~ Use cynyersl~ons. In no event shall manufacturing <br />or industrial establishments be converted to retail or whole-~ <br />sale uses, partially or otherwise, except as specifically pro- <br />vided for in this district. <br />Section 13. <br />The provisions of this ordinance shall be reviewed <br />by the City Council twenty-four months after its adoption in order <br />to determine if its terms operate to inhibit the marketing and use <br />of those parcels to which it is applied. It is the intent of the <br />Council that the I-1 zoning District be applied to those parcels <br />Ordinance - 9 <br />
