ORDINANCE No. 19012 <br />AN ORDINANCE CONCERNING THE PURCHASE OF ART AND <br />PERFORMING ARTS SERVICES; AMENDING SECTIONS 2.856 <br />AND 2.859 OF THE EUGENE CODE, 1971; AND DECLARING <br />AN EMERGENCY <br />The City Council of the City of Eugene finds that: <br />From time to time the City purchases works of art and the <br />services of performing and visual artists. Artists and works of <br />art are unique, and purchases of art must take into account the <br />particular purposes for which the purchase is made, the need <br />for diversity in the types of art purchased, and the desirability <br />of encouraging artistic freedom and innovation. <br />The public interest would best be served by the exemption <br />from formal bidding and quotation requirements of all contracts <br />for the purchase of works of art or artists' services, as <br />hereinafter defined. Favoritism would not be encouraged, cam-- <br />petition would not be diminished, and substantial savings to the <br />City would result if such contracts are exempted from the City's <br />formal bidding and quotation requirements, <br />NOw, THEREFQRE, based upon the above findings, <br />THE CITY OF EUGENE DOES ORDAIN AS FDLLOwS: <br />Section l: Section 2.856 of the Eugene Code, 1971, is hereby <br />amended by adding the following new definitions, in alphabetical <br />order, to provide: <br />Performin Artists. Practitioners in the performing <br />arts who are generally recognized by critics and peers as <br />professionals of serious intent, including but not limited to <br />practitioners of dance, theater and music. <br />Ordinance -- 1 <br />
