ORDINANCE No. 19013 <br />AN ORDINANCE CONCERNING THE PURCHASE GF LIBRARY <br />MATERIALS; AMENDING SECTION 2.859 OF THE EUGENE <br />CODE, 1971, AND DECLARING AN EMERGENCY <br />The Gity Council of the City of Eugene finds that: <br />From time to time the City purchases library materials, <br />including books, periodicals, sound recordings, films, film <br />strips, maps, and other printed or published materials. <br />Timeliness and reliability of supply are critical to effec- <br />tive public library service, since patrons demand new books when <br />they are new, particular editions of individual titles, re- <br />cordings by specific artists, and complete runs of periodical <br />subscriptions. Association with a major book jobber is necessary <br />to guarantee reliable and prompt service. A major book jobber <br />has access to an automated supply system and an extensive ware- <br />house, ensuring that books published by hundreds of publishers <br />will be readily available. Due to its volume of business, a <br />major book jobber is frequently able to provide a larger discount <br />than smaller booksellers. <br />The advantages gained by association with a major book jobber <br />would be unavailable if the City were to comply with formal <br />bidding and quotation requirements with respect to the purchase <br />of library materials. Consequently, the public interest would <br />best be served by the exemption from formal bidding and quotation <br />requirements of all contracts for the purchase of library <br />ordinance - 1 <br />
