Favoritism would nat be <br />encouraged, competition would not be diminished, and substantial <br />savings to the City would result if such contracts are exempted <br />from the City's formal bidding and quotation requirements, <br />NOw, THEREFORE, based upon the above findings, <br />THE CITY GF EUGENE DOES ORDAIN AS FOLLOWS : <br />Section l: Section 2.859 of the Eugene Code, 1971, is hereby <br />amended by the addition of a new subsection ~i~ , to provide: <br />~i} Contracts for the purchase of library materials, <br />including but not limited to books, periodicals, sound <br />recordings, films, film strips, maps, and other printed or <br />published materials. <br />Section 2: The provisions contained herein concern the <br />public welfare and therefore an emergency is hereby declared to <br />exist, and this ordinance shall become effective immediately upon <br />its passage by the City Council and approval by the Mayor, <br />Passed by the City Council this <br />11th day of August, 1982 <br />City Recorder <br />Approved by the Mayor this <br />11th day of August, 1982 <br />Mayor <br />Ordinance - 2 <br />
