<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Initiation of Metro Plan Amendment to Return River Ridge/Jeffries Property to Low- <br />Density Residential <br /> <br /> <br />Meeting Date: May 11, 2009 Agenda Item Number: 2G <br />Department: City Attorney’s Office Staff Contact: Glenn Klein <br />www.eugene-or.gov Contact Telephone Number: 541/682-8447 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This item is a request for the City Council to initiate an amendment to the Eugene-Springfield <br />Metropolitan General Area Plan (Metro Plan) to return the land use designation of property from Parks <br />and Open Space (POS) to Low Density Residential on the Metro Plan land use diagram. Initiation of <br />such an amendment begins the process through which the council will consider the merits of the <br />amendment. <br /> <br /> <br />BACKGROUND <br /> <br />The subject property is located north of Ayres Road, and west of Delta Highway. Approximately 61 <br />acres are owned by RiverRidge, Ltd. and are a portion of the RiverRidge Golf Course. The remaining, <br />approximately two (2) acres, is owned by Deborah and Eric Jeffries and is their residence. Maps of the <br />subject property (providing information on land use and zoning history) are attached as Attachment A. <br /> <br />A land use history for the property also is provided as Attachment B. A summary of the more recent <br />periodic review history follows. In 2004, the cities of Eugene and Springfield, and Lane County, <br />approved amendments to the Metro Plan Diagram changing the subject property’s land use designation <br />from Low Density Residential (LDR) to Parks and Open Space (POS). The amendments were part of <br />the Periodic Review Work Program, specifically Work Task: Metro Plan Housekeeping Activities. <br />This work task directed local government “to review and revise, as appropriate” the Plan Diagram. <br /> <br />As part of the Type II housekeeping amendments, the Metro Plan designation for the subject property <br />was changed from Low Density Residential to Parks and Open Space, making the property <br />Metro Plan designation, conform to the adopted refinement plan. The City did not amend the R-1 <br />zoning for the subject property, making the zoning and Metro Plan inconsistent with one another. <br /> <br />To correct this inconsistency, the council is being asked to initiate an amendment to the Metro Plan <br />Diagram and the Willakenzie Refinement Plan to bring the plans into conformance with the zoning. If <br />the council approves this request, this work item will be added to the Planning Division work program <br />as a high priority task in order for the Planning Division to help process the amendment. A Metro Plan <br />amendment of this nature requires a joint public hearing with the City of Eugene and the Lane County <br />planning commissions, followed by a joint public hearing before the City Council and the Lane County <br />Board of Commissioners before a decision is rendered. <br /> Z:\CMO\2009 Council Agendas\M090511\S0905112G.doc <br /> <br />
