Eugene. The bill states that "Department of Transportation and the Land Conservation <br />and Development Commission shall provide technical assistance and other resources <br />necessary to support the planning work"; however, this bill does not provide funding for <br />that purpose. Therefore, Eugene may need to prioritize its other transportation planning <br />activities to meet the requirements of this bill. The bill also states that "cities and counties <br />shall adopt conforming amendments to their local comprehensive plans and <br />transportation system plans." This could be viewed as a usurption of home rule authority. <br />In summary, this bill is based on a worthy goal that is consistent, in concept, with the <br />goals of the mayor and city council. A1 Monitor <br />Comments: <br />I generally agree with Eric's comments. This bill is more about planning for decreased <br />vehicle use than just emission reductions targets for cars and trucks. It could be an <br />effective way for more coordinated planning to wean us off fossil fuels but need to <br />monitor the specificity of the directions and consider how that related to existing planning <br />efforts.
