This leads to over-appropriation, and low in-stream <br />water flows. Measurement is needed to ensure that water rights are not being exceeded, <br />as well as to provide information about available flows and allocation of in-stream water <br />needs. <br />HB 3442 <br />Relating Clause: Relating to water conservation <br />Title: <br />Requires municipal water use providers to reduce annual per capita consumption of <br />water 20 percent by December 31, 2020. Sets interim benchmarks. Requires municipal <br />water use providers to report to Water Resources Department at certain times on <br />progress. Requires municipal water use provider to show to <br />satisfaction of department that municipal water use provider has met benchmarks or <br />reduction in annual per capita water consumption before applying for certain grants, <br />loans, permits and licenses. Requires agricultural water users to submit report with <br />certain information to Water Resources Department. Prohibits sale of diesel fuel that does not contain specified <br />percentage of biodiesel after certain date. Deletes provisions allowing specified <br />percentage of other renewable diesel in place <br />of biodiesel for use in diesel fuel.
