At the hearing any interested person may present informa- tion and argument regarding the finding, within 30 days after the hearing the bui~.ding off icial shall restate the finding., modify it~or rescind it, state in writing his reasons for doing so, and file the restatement, modification or rescission with the finance officer. legal effect of the restatement, modifi- cation or rescission shall begin as soon as it is so filed. ~.?~ Used materials,~appliances and equipment that have been taken out of use for electrical, purposes shall, before again being put to such use, be reconditioned ar remodeled to whatever extent is necessary to bring them into compliance with this code. Section l2. That the pxovisions contained herein concern the public welfare and safety and thexef ore, an emergency is hereby de- clared to exist, and this ordinance shall become effective~immediate- ly upon its passage by the City Council and approval by the Mayor.
