<br />ATTACHMENT A <br /> <br />RESOLUTION NO.4858 <br /> <br /> <br />A RESOLUTION ADOPTING A NEW PARKS, <br />RECREATION AND OPEN SPACE PLAN (“PROS <br />COMPREHENSIVE PLAN”), AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. <br /> Since the summer of 2002 the City has been engaged in a <br />comprehensive planning process to identify future needs for parks, open space and <br />recreation programs and services. The attached Parks, Recreation and Open Space <br />Plan (“PROS Comprehensive Plan”) was developed based on the results of public <br />outreach to thousands of residents of the City through meetings with neighborhood <br />organizations, youth groups, senior groups, people with disabilities, cultural minority <br />interest groups, and other groups and organizations. <br /> <br />B. <br /> The PROS Comprehensive Plan, attached as Exhibit B to this Resolution, <br />will provide long-range direction for future strategies and actions to improve parks, <br />provide recreation opportunities, and protect natural resource values. <br /> <br />C. <br />Portions of the current Eugene Parks and Recreation Plan were adopted <br />by Resolution No. 4127 on July 10, 1989 as a refinement to the Eugene-Springfield <br />Metropolitan Area General Plan (Metro Plan). By separate Ordinance the City is <br />repealing the 1989 Eugene Parks and Recreation Plan and the corresponding <br />provisions of the Eugene Code, 1971. While the PROS Comprehensive Plan will take <br />the place of the 1989 Eugene Parks and Recreation Plan, it will not be a refinement to <br />the Metro Plan. Instead, the PROS Comprehensive Plan will be a stand-alone plan <br />serving as an aspirational and guiding document for the City as it conducts long-range <br />planning for parks, recreation and open space. <br /> <br />D. <br /> On September 15, 2005 the PROS Comprehensive Plan was referred to <br />the Planning Directors of the City of Springfield and Lane County for review for <br />consistency with the Metro Plan. Notice of the proposed Plan adoption was delivered <br />by the City to the Land Conservation and Development Commission on September 2, <br />2005. Notice of the Planning Commission public hearing was published in the Register <br />Guard on September 21, 2005. The City Council held a public hearing on the PROS <br />Comprehensive Plan on December 12, 2005. <br /> <br />E. <br /> In addition to the above, the PROS Comprehensive Plan and related <br />materials have been made available on the internet through the City’s web site. <br /> <br />F. <br /> Based on the public testimony received, and the recommendations of the <br />City’s Planning Commission, the Planning Division and Public Works staff, the City <br />Council finds that the PROS Comprehensive Plan is consistent with the Eugene- <br />Springfield Metropolitan Area General Plan, other adopted City policies, and the <br />Statewide Planning Goals as set out in Exhibit A to this Resolution. <br />Resolution - 1 <br /> <br />
