18525 <br />Assessor's Map 17-03-31--1 ~, in the City of Eugene, Lane County, <br />Oregon, be and the same is hereby approved subject to the following <br />conditions: <br />1. The project shall be completed before January 1, <br />1981. <br />2. The project shall be housing far lower-income elder- <br />ly, for a period of ~4 years, financed through the State's <br />Revenue Bonding Program, and subsidized through HUD's Section <br />S Rental Subsidy Program <br />3. The building shall be accessible for both the physi- <br />cally and visually impaired by means of ramps and an elevator, <br />and 14 percent of the units specifically six units} are to <br />be designed to comply with handicapped requirements tUBC; <br />ANSI 117.1, 1.979; and HUD/MPS7. <br />4. The exterior decks and recreation meeting room, <br />located on the fourth floor, shall be used by the tenants <br />and the community as a neighborhood gathering place. This <br />space shall be made available to community groups on a reser~ <br />nation basis as agreed upon by the tenants for a period to <br />extend beyond the period of exemption. <br />5. Areas shall be provided to allow tenants the ability <br />to be outdoors, including an interior courtyard in the center <br />of the building. Each unit shall have a private outdoor bal- <br />cony. There shall be two exterior decks, located on the fourth <br />floor roof adjacent. to the recreation room. <br />6. The applicant shall use good faith efforts to con- <br />vince Lane Transit District to provide a bus shelter on west 8th <br />Avenue. It is understood that seating adjacent to the project's <br />8th Avenue entrance will serve as bus seating on an interim <br />basis until the bus shelter is constructed. <br />7. The building shall provide for the privacy and <br />security of tenants and include: 7.1 the two main entrances <br />shall be electronically locked at night, which each tenant <br />can release through an intercom system, and 7.2 an emergency <br />call system shall be installed in the bedrooms and bathrooms <br />for notification to the manager in the event of an emergency. <br />8. The landscape design shall provide for neighborhood <br />continuity of plant materials and seating areas as shown on <br />the attached drawing and addendum 5p Exhibit A. <br />9. The parking which is accessible from the alley shall <br />be screened by means of landscaping from the street to lessen <br />its negative impact has shown on Exhibit A~. <br />Section 2. That the improvements to be constructed upon the <br />property described in Section l above are hereby declared exempt <br />from local property taxation commencing January l of the year <br />Ordinance - 2 <br />
