The hearing was held on the 24th day of February, <br />198Q, at noon, Pacific Standard Time, at the Council Chambers, City <br />Hall, Eugene, Lane County, oregon, and all matters necessary to be <br />done in the premises have been duly and regularly completed. <br />,. <br />Section 3.
