The Eugene Planning Commission left the public record open for additional written
comments until October 17, 2005. On December 12, 2005, the City Council held a
public hearing on the PROS Comprehensive Plan.

The process for adopting this resolution complies with Goal 1 since it complies with, and
surpasses the requirements of the State’s citizen involvement provisions.

Goal 2 - Land Use Planning: To establish a land use planning process and policy
framework as a basis for all decisions and actions related to use of land and to assure
an adequate factual base for such decisions and actions.

The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the policy tool
that provides a basis for decision-making in this area. The Metro Plan was
acknowledged by the State in 1982 to be in compliance with statewide planning goals.
These findings and record show that there is an adequate factual base for decisions to
be made concerning the proposed resolution.

Goal 2 requires that plans be coordinated with the plans of affected governmental units
and that opportunities be provided for review and comment by affected governmental
units. The Goal 2 coordination requirement is met when the City engages in an
exchange, or invites such an exchange, between the City and any affected
governmental unity and when the City uses the information obtained in the exchange to
balance the needs of the citizens. Because the PROS Comprehensive Plan does not
regulate when or how park land will be acquired, but rather is an aspirational plan that
sets forth the needs of the community and strategies for satisfying those needs, no
other governmental units are affected by this resolution.

Even though no other governmental units are affected by this resolution, in an effort to
educate neighboring jurisdictions about the PROS Comprehensive Plan, the City took
steps to provide neighboring jurisdictions an opportunity to comment on the proposed
PROS Comprehensive Plan. Specifically, in accordance with the Metro Plan, notice
and a copy of the proposed PROS Comprehensive Plan was mailed to the Planning
Directors of Springfield and Lane County. Additionally, on September 27, 2005, City
staff met with the Lane County Board of Commissioners to provide the Board
information regarding the PROS Comprehensive Plan. In response to concerns raised
by some of the Commissioners, the City made a number of revisions to the PROS
Comprehensive Plan. On November 1, 2005, City staff met with the Lane County
Planning Commission to provide the Commission with information regarding the PROS
Comprehensive Plan. There are no Goal 2 exceptions required for this resolution.

Goal 3 - Agricultural Land: To preserve and maintain agricultural lands.

Goal 3 is not applicable to this resolution as the PROS Comprehensive Plan does not
affect any agricultural land designation. The PROS Comprehensive Plan identifies the
park and recreational needs of City residents and sets forth strategies for meeting the
identified needs. The PROS Comprehensive Plan does not acquire, rezone or regulate

Exhibit A to Resolution No. 4858 2 of 10
