Metropolitan Wastewater Management Commission Eugene Budget Detail <br /> <br /> CITY OF EUGENE <br /> REGIONAL WASTEWATER PROGRAM RESPONSIBILITIES <br /> <br /> The Wastewater Division for the City of Eugene manages all regional wastewater <br /> pollution control facilities serving the Eugene/Springfield and River Road/Santa Clara <br /> areas under the Intergovernmental Agreement with the MWMC. <br /> <br /> These regional facilities include the Eugene/Springfield Regional Water Pollution <br /> Control Facility, the 154 acre Biosolids Management Facility, the 286 acre Seasonal <br /> Industrial Waste Facility, the 600 acre Biocycle Farm site, and regional wastewater <br /> pumping stations and transmission sewers. In support of the water pollution control <br /> program, the Division also provides technical services for wastewater treatment; <br /> management of equipment replacement and infrastructure rehabilitation, biosolids <br /> treatment and recycling, an industrial source control and pretreatment program in <br /> conjunction with City of Springfield staff, regional laboratory services for wastewater <br /> and water quality analyses. <br /> <br /> ADMINISTRATIVE AND MANAGEMENT SERVICES <br /> Administrative Services provides management, administrative, and office support to the <br /> Wastewater Division. This support includes the general planning, directing, and <br /> managing of the activities of the Division; development and coordination of the budget; <br /> administration of personnel records; and processing of payroll, accounts payable, and <br /> accounts receivable. This section also provides tracking and monitoring of all assets <br /> for the regional wastewater treatment facilities and clerical support for reception, <br /> telephone services, and other miscellaneous needs. Another area this program <br /> administers is the coordination of local and regional billing and rate activities. <br /> <br /> REGIONAL WASTEWATER TREATMENT <br /> FACILITY OPERATIONS <br /> The Wastewater Division operates the WPCF to treat domestic and industrial liquid <br /> wastes to achieve an effluent quality that protects and sustains the beneficial uses of the <br /> Willamette River. The WPCF is designed to treat 49 million gallons per day (MGD) of <br /> dry weather flow, with a peak hydraulic capacity of 105 MGD for full secondary <br /> treatment. The Operations section optimizes integrated wastewater treatment processes <br /> to ensure effluent quality requirements are met in an effective manner. In addition, the <br /> Operations section provides 24 hour/day alarm monitoring of all plant processes, <br /> regional and local pump stations, and the Biosolids and Seasonal Industrial Waste <br /> Facilities. <br /> <br /> REGIONAL WASTEWATER TREATMENT <br /> FACILITY MAINTENANCE <br /> Preservation of the multi-million dollar investment in the equipment and infi:astructure <br /> of the WPCF is the responsibility of the Maintenance section of the Wastewater <br /> Division.
