Update. The study should include a comprehensive consideration and analysis <br /> of north-south travel demand on the following streets: Willamette Street, Oak <br /> Street, Pearl Street, High Street, Amazon Parkway, Patterson Street and <br /> Hilyard Street." <br /> <br />10. Add new Proposed Implementation Strategy 1.6 as follows: <br /> <br /> 1.6 "Identify funding to study the feasibility of fixed-rail trolley service in the <br /> downtown area. <br /> <br /> Discussion: Currently, no funding exists for a feasibility study of fixed-rail <br /> trolley service in the downtown area. A feasibility study may indicate the <br /> economic viability of providing trolley service to the downtown area as a <br /> redevelopment tool and potential capital funding sources." <br /> <br />11 Modify Proposed Implementation Strategy 2.2 discussion by inserting text after last <br /> paragraph as follows: <br /> <br /> "The process for adopting an administrative rule includes opportunity for <br /> public involvement and is addressed by the Eugene Code in section Z 019 City <br /> Manager - Administrative and Rulemaking Authority and Procedures. To <br /> summarize, that section requires that copies of the notice of intended <br /> rulemaking be made available and that the notice be published in the <br /> newspaper. The notice shall include the time, place and manner in which <br /> interested persons may present their views. The city is required to provide <br /> reasonable opportunity to submit comments and the City Manager shall make <br /> findings that consider written submissions. Administrative rules may also be <br /> petitioned for adoption, amendment or repeal." <br /> <br />12.
