To <br /> summarize, that section requires that copies of the notice of intended <br /> rulemaking be made available and that the notice be published in the <br /> newspaper. The notice shall include the time, place and manner in which <br /> interested persons may present their views. The city is required to provide <br /> reasonable opportunity to submit comments and the City Manager shall make <br /> findings that consider written submissions.
