ORDINANCE NO. ~~~ <br />AN ORDINANCE AMENDING EUGENE ORDINANCE NO. 18535; <br />AND DECLARING AN EMERGENCY. <br />The City of Eugene finds thata <br />1. Since the adoption of Eugene Ordinance Na. 18535, <br />declaring a moratorium on certain steps in the condominium con- <br />version process, the Condominium Conversion Task Force has studied <br />the issues regarding condominium and cooperative conversions. <br />That Task Force has prepared legislation for the consideration <br />of the Eugene City Council. <br />Z. The City Council has conducted a public hearing and <br />directed the Task Force to propose certain regulations in this <br />area, <br />3. The deliberations of the Task Force have confirmed <br />the findings as set forth in Eugene Ordinanance Na..1S535 justifying <br />the initial moratorium. These findings are incorporated by <br />reference herein and justify a limited extension of that mora- <br />torium. <br />4. A public hearing on the proposed regulations is scheduled <br />for June 9, 198. <br />5. A limited extension of the moratorium is necessary so <br />that unregulated conversion steps will not occur between the <br />present termination date of the moratorium and the likely <br />effective date of the new ordinance, This limited extension <br />will also allow time for the preparation and passage of administra- <br />tive rules implementing regulations of conversions. Such an <br />extension will allow time. for meaningful review of the proposed <br />legislation. <br />Ordinance - 1 <br />
