1868/ <br />the public welfare, and are authorized under the laws of the State <br />of Oregon and Charter and Ordinances of the City of Eugene. <br />Section 4. The City Council further declares that the 115 kv <br />Transmission Line as described on Exhibit "A" hereto is planned and <br />located in a manner that will be the most compatible with the great-~ <br />est public good and create the least private injury, and the inter- <br />ests in real property described an the Exhibit hereto shall be used <br />by the City of Eugene, acting by and through the Eugene Water & <br />Electric Board, for public purposes at the earliest possible date, <br />and, in any event, no later than ten years from the date this 4rdi- <br />nonce is adopted by the Council and approved by the Mayor, <br />Section 5.
