The City Council further declares that the 115 kv Transmission Line as described on Exhibit "A" hereto is planned and located in a manner that will be the most compatible with the great-~ est public good and create the least private injury, and the inter- ests in real property described an the Exhibit hereto shall be used by the City of Eugene, acting by and through the Eugene Water & Electric Board, for public purposes at the earliest possible date, and, in any event, no later than ten years from the date this 4rdi- nonce is adopted by the Council and approved by the Mayor, Section 5. The provisions contained herein concern the public welfare and safety, and it is necessary to acquire .the rights-of-way and commence construction of the 115k~T Transmission Line at the earliest possible date to insure an adequate supply of electricity to downtown Eugene and the downtown area; therefore, an emergency is hereby declared to exist, and this Ordinance shall become effective immediately upon its passage by the City Council and approval by the Mayor.
