ORD 2NANCE NO . ~ S ? 4 a~'Z' <br />AN ORDINANCE ADOPTING THE INTERNATIONAL CONFERENCE <br />OF BUILDING OFFICIALS' UNIFORM AD~INZSTRATIVE CODE <br />WITH CERTAIN MODIFICATIONS, ADDITIONS, AND DELE- <br />TIONS; REPEALING SECTIONS 8,434, 8,431, 5,032, 8.D33, <br />8.085, 8,09D, 5.095, 5.100, 5,105, 8.110, 8.115, <br />8.120, 8,125, 8.130, 8.415, 8.420, 8.425, 8,434, <br />$.440, 8.445, 8.504, $.505, 8.564, 8.561, $.562, 8.563, <br />$.564, $.565, 8.567, 8.569, 8.57D, AND 8.572 OF THE <br />EUGENE CODE, 1971; AMENDING SECTIONS 3.005, 3.OlD, <br />3.283, 8.405, 8.447, 8,00$ OF THAT CODE; ADDING NEW <br />SECTIONS 8,404 A~~D S,ooS TO THAT CODE; AND DECLARING <br />AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />The State of Oregon has adopted as its Structural Specialty <br />Code and Fire and Life Safety Code, with certain state amendments, <br />the Uniform Building Code promulgated by the International Confer- <br />ence of Building Officials. <br />ORS 456.755 and 456.800 permit municipal administration of the <br />state specialty codes, except where the power of municipalities to <br />enact any such regulation is expressly prohibited by statute. <br />The International Conference of Building Officials, Interna- <br />tional Association of Plumbing and Mechanical Officials, Interna- <br />tional Association of Electrical Inspectors, Pacific Coast Electri- <br />cal Association, and National Electrical Manufacturers Association <br />have promulgated a uniform Administrative Code, designed to provide <br />consistent and uniform administration and enforcement practices and <br />procedures for the various technical construction codes, Structural, <br />Electrical, Plumbing, Mechanical, Heating, etc. <br />The Uniform Administrative Code is consistent with the AdMin-- <br />istrative Rules contained in the State of Oregon Structural Special- <br />ty Code Chapters 1, 2, and 3} and covers administrative areas not <br />expressly reserved or prohibited by state statutes from being lo- <br />cally amended. <br />NOW, THEREFORE, <br />THE CITY qF EUGENE DOES ORDAIN AS FOLLOWSa <br />Section 1. Sections 8,434, 5.031, 8,032, 5.033, 8.485, 8.094, <br />8.095, 8.100, 8.1D5, 5.110, $.115, 8.120, 8.125, 8.130, $.415, <br />8.420, 8.425, 5.430, 5.444, 8.445, 8.544, 5.5D5, 8,564, 8,561, $.562, <br />8.563, 8.564, 8.565, 8.567, 5.569, 8.57D, and 8.572 of the Eugene <br />Code, 1971, are hereby repealed, <br />Ordinance - l <br />
