Ten-day <br />notice of any hearing shall be given by publica- <br />tion ~in a newspaper of general circulation in the <br />city, or by posting notices in three public places <br />in the city. If the notice is published or posted <br />as provided herein, no irregularity or failure to <br />mail notice shall invalidate the proceedings. At <br />the hearing, the council shall have the power to <br />declare any building to be dangerous, and order it <br />removed and abated if in its judgment such removal <br />or abatement is necessary in order tv remove the <br />dangerous condition. The council shall also have <br />the power to order the building made safe or to <br />prescribe what acts must be done to render the <br />same safe. Five-day notice of the findings and <br />of the order made by the council shall be given <br />to the owner of the building, the owner's agent, <br />or other person controlling the same. If the <br />orders are not obeyed and the building rendered <br />safe within the time specified, being not less <br />than five ~5~ days from the mailing of. the notice, <br />then the council shall have the paver and duty to <br />order the building removed or made safe at the <br />expense of the property on which the same may be <br />situated. In that event, the council must speci- <br />fy the work to be done and shall file a statement <br />thereof with the finance officer and shall adver- <br />tise for bids far the work in a manner prescribed <br />for streets and improvement work, Thereafter, <br />the bids shall be received and opened and the con- <br />tract let. The council shall ascertain and deter- <br />mine the probable cost of the work and assess the <br />same against the property upon which the building <br />is situated. Such assessment shall be declared <br />by an ordinance, and it shall be entered into the <br />docket of city liens and thereupon become a lien <br />against the property. rl'he creation of the lien <br />and the collection and enforcement of the costs <br />shall be performed in substantially the same <br />manner as the costs of street improvements, but <br />irregularities or informalities in the procedures <br />shall be disregarded. <br />Ordinance - G <br />
