<br />ATTACHMENT A <br />M I N U T E S <br />Council Committee on Intergovernmental Relations <br />McNutt Room—Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br />May 6, 2009 <br />1:15 p.m. <br />PRESENT: Andrea Ortiz, George Poling, members; Mayor Kitty Piercy; Brenda Wilson, Lee <br />Shoemaker, Jessica Mumme, staff. <br />ABSENT: Betty Taylor, Chair. <br />1.Call to Order and Review Agenda <br />Ms. Ortiz called the meeting to order at 1:21 p.m. and noted that Ms. Taylor would not be present and that <br />the Mayor would sit in proxy for Councilor Taylor. <br />Ms. Wilson noted that she had nothing to add to the meeting agenda but that she would like to have a <br />discussion regarding the manner in which she might distribute information regarding the least cost <br />planning piece. <br />Ms. Ortiz, responding to a question from Ms. Piercy, noted that she would be forwarding information and <br />a community proposal regarding a recent peace resolution and a concurrent bill related to that resolution. <br />Ms. Ortiz understood that the proposed bill would give Governor Kulongoski the authority to choose not <br />to send Oregon national guard members to serve in Iraq. Ms. Wilson noted that a version of such a bill <br />had come up in 2007. Ms. Wilson further noted that while the bill could be supported by the CCIGR, the <br />resolution would need to be taken before the Eugene City Council. <br />2.Review Pending Legislation <br />HB 2554A – Relating to definition of vulnerable user of a public way. <br />Ms. Wilson provided a brief description of HB 2554A to the committee members and noted that staff was <br />currently recommending Priority 3 support position regarding the bill. <br />Ms. Piercy asked for clarification regarding the nature of motorcyclists being classified as “vulnerable <br />users” with regard to HB 2554A. <br />Mr. Shoemaker maintained that motorcycle users might indeed be considered “vulnerable users” in the <br />same manner that users of in-line skates, scooters, and farm equipment might be. He further informed <br />the CCIGR members that the bill would apply to instances where an at-fault driver in an accident had <br />been cited for reckless driving. <br />Ms. Piercy expressed that it was odd that motorcycles, which usually travelled at higher speeds than <br />other modes of transportation, would fall under the “vulnerable user” definition. <br />MINUTES—Council Committee on Intergovernmental Relations May 6, 2009 Page 1 <br /> <br />
