The purpose of the bill is to enhance protection of natural resource areas outside <br />of UGB's by allowing those development rights on high value resource lands to be <br />transferred to other marginal lands outside of UGB's or inside UGB's. Implementation <br />would require affected governments to enter into intergovernmental agreements (ORS <br />190). <br />This bill establishes enabling legislation, so there is no obligation to implement this <br />provision.
