To clarify the <br />intent of the amended purpose statement, the following activities are defined: <br />(a) A state oversight board; <br />(b) Preapprenticeship programs; <br />(c) Preemployment counseling; <br />(d) Orientations on the highway construction industry; <br />(e) Basic skills improvement classes; <br />(f) Career counseling; <br />(g) Remedial training; <br />(h) Entry requirements for training programs; <br />(i) Supportive services and assistance with transportation; <br />(j) Child care and other special needs; and <br />(k) Job site mentoring and retention services. <br />These seem like reasonable practices for a major state agency. It is unlikely that Eugene <br />would be affected by the diversion of a relatively small portion of ODOT's annual federal <br />funding. Typically Eugene does not take legislative positions on state agency budgets; <br />however, given the worthy purpose and the relatively small amount of funding, the City <br />might consider a priority 3 support position on SB 894A. <br />SB0915A <br />Relating to the regulation of structures <br />Relating Clause: <br />{ - Prohibits municipality that enforces state building code provision or building <br />Title: <br />requirement by means of municipal ordinance from assessing criminal penalty for <br />ordinance violation if violation of corresponding state building code provision or building <br />requirement is subject to civil penalty.
