<br />ATTACHMENT A <br /> <br />DOWNTOWN TOOLS AND ASSISTANCE <br /> <br /> <br />At the May 27 work session, several City Councilors asked for additional information regarding available <br />resources to support downtown development. For the purpose of this attachment, resources are divided into <br />three categories: 1) Financing Tools, 2) Development Tools, and 3) Additional Tools. <br /> <br />A. Financing Tools <br /> are sources of funds. <br />1. Urban Renewal <br />2. Downtown Revitalization Loan Program <br />3. Community Development Block Grant associated programs <br />i. Brownfield Economic Development Initiative Grant and Section 108 Loan Guarantee <br />ii. Business Development Fund <br />4. Property tax exemptions <br />i. Multi-Unit Property Tax Exemption <br />ii. Vertical Housing Development Zone <br />5. Affordable Housing Tools <br />6. City’s General Fund <br />7. Improvement/Service Districts <br /> <br />B. Development Tools <br /> are uses of funds that support public/private partnerships, but that are not generally <br />sources of funds on their own. <br />1. Land assembly <br />2. Public parking <br />3. Public infrastructure <br />4. Direct investment <br />5. City as landlord or tenant <br /> <br />C. Additional Tools <br /> includes numerous actions by the City that directly and indirectly benefit businesses, <br />visitors and residents downtown. <br />1. Event programming <br />2. Public Safety <br />3. Downtown Eugene Inc. <br />4. Beautification efforts <br />5. City as a landlord or tenant <br />City employee presence downtown <br />The Financing and Development Tools are described below with a summation box, detailed narrative <br />explanation, and an example downtown Eugene project. A narrative on the additional assistance follows. <br /> <br />The estimates in the attachment assume that the development agreements with Beam Development LLC and <br />WG Development occur as budgeted. If there are changes to those agreements and budgets, then the estimates <br />in the attachment could change. <br /> <br />
