Eugene Celebration in September. In addition, project materials will be available on the website
throughout the process, including fact sheets, presentations, and links to relevant information. The
website will also be used to collect public feedback on proposed projects and urban renewal issues. A
Frequently Asked Questions section will be maintained and updated based on feedback received via the
internet or though outreach at community events. (See Attachment E for more details on the draft public
involvement plan.) The draft public involvement plan will be referred to the Planning Commission for
its review. The comments, suggestions, and amendments of the Planning Commission will be
incorporated into the final public involvement plan.

Next Steps
The council will meet August 10, 2009, as the Urban Renewal Agency Board to discuss the potential
projects, financial requirements, possible boundary expansion and to act on initiating the amendment
process. Staff will provide project information, boundary maps and draft potential changes to the
Downtown Urban Renewal Plan and Report in the materials for the work session.

An increase to the maximum indebtedness (spending limit) and expansion of the boundary by more than
1% are both considered major amendments to the urban renewal plan and must follow a specific process
by state statute. A draft timeline for the process is provided as Attachment G.

COUNCIL OPTIONS
Staff is seeking input, confirmation and feedback that the level and type of information provided is the
right level of detail and kind of information the Mayor and council would like to see when they
officially initiate on August 10.

CITY MANAGER’S RECOMMENDATION
No recommendation is needed.

SUGGESTED MOTION

No motion is suggested.

ATTACHMENTS

A.Downtown Project Tools and Assistance

B.FY10 Proposed Budget for the Urban Renewal Agency

C.Case Studies Information

D.Map of Downtown Urban Renewal District

E.Draft Public Involvement Plan

F.Example Level of Project Information – Park Blocks Improvements and Local Business Assistance

G.Draft Timeline for the Urban Renewal Plan Amendment Process

FOR MORE INFORMATION

Staff Contact: Amanda Nobel Flannery
Telephone: 682-5535
Staff e-mail: amanda.nobelflannery@ci.eugene.or.us
Z:\CMO\2009 Council Agendas\M090708\S090708A.doc
