relations; presentations by the Violent Crimes Unit and Crime Prevention Unit; and a discussion <br />on the planning for a new patrol facility. <br /> <br />The commission also continued to receive department strategic plan quarterly reports. These <br />reports helped the commission stay abreast on department projects outside the boundaries of the <br />work plan and provide an opportunity for the community to receive more information and <br />comment on department operations. The quarterly reports were included in the meeting packets <br />as supplemental material to allow adequate meeting time for other agenda items. However, <br />commissioners asserted that the reports were very beneficial in providing a window into <br />department activities. <br /> <br />In addition, outgoing Police Chief Lehner and current Interim Chief Kerns attended each Police <br />Commission meeting to update the commission on police department news and current events. <br />s Report is a key component to every monthly meeting and provides a special <br />exchange between the commission and the Eugene Police Department. The chief also answers <br />questions by the commission during this time and offers opportunities for involvement in police- <br />related activities and events. <br /> <br /> III. Challenges <br /> <br /> <br />A. Membership Changes <br /> <br />The Police Commission maintained a very stable membership in FY09. Commission member <br />Chuck Hare decided to resign in the middle of the fiscal year. Following an extensive <br />recruitment process, Frank Travis was appointed in March to fill this vacancy. In addition, the <br />commission welcomed a new Human Rights Commission liaison, Jon Belcher, who began his <br />term in October 2008. <br /> <br />In June the commission held officer elections for both Chair and Vice Chair. Vice Chair Joe <br />until the end of October, 2009 Juan Carlos Valle was elected as Vice Chair, effective July 1, <br />2009, and Tamara Miller was re-elected as Chair, with her second term effective November 1, <br />2009. <br /> <br />B. Work Plan Adjustments <br /> <br />In December, the commission revisited its work plan in an attempt to balance existing <br />commitments with new priorities. A month-by-month schedule was organized to ensure enough <br />during this discussion except for some membership adjustments on committees.
