The Police Commission was involved in the original design of the oversight <br />system and thus brought great knowledge and experience to the table. Two members, John <br />Ahlen and Joe Alsup, were selected by the full commission to represent the body at the PAORC <br />in a time-intensive meeting schedule. The two commission members gave regular updates to the <br />rest of the group and many other members attended the PAORC meetings as listeners. Both <br />commission representatives were part of the final recommendations submitted to Council and <br /> <br />they provided the rest of the group with the justification for those decisions. <br /> <br />Traditionally, the Police Commission has reviewed the proposed police department budgets <br />every year and FY09 was no exception. FY09 was wrought with financial difficulty and thus <br />resources. Former police department Financial Manager, Trent Spradling, provided the <br />commission with an overview of the proposed FY10 budget early in the process. Council <br />review the budget early and make recommendations on programs and resources. <br /> <br />The commission is proud to report that the majority of the items in the FY09 Work Plan were <br />completed. Two areas are pending and will carry over to FY10. The commission is interested in <br />partnering with other agencies in the planning of a Hate Crimes Conference, but due to budget <br />constraints, this project had to be postponed until funding could be identified. In addition, the <br />commission will need to identify other partners interested in being part of the planning process. <br />Also, with the large workload at the end of the fiscal year, the commission was unable to hold a <br />discussion with the Internal Affairs staff to receive the 2009 case statistics. This will be <br />completed early in the next fiscal year. <br /> IV. Next Steps <br /> <br /> <br />The commission held a process session and work planning meeting in May, in large part to <br />trouble-shoot any procedural issues and emphasize commission processes deemed beneficial. <br />Three committees from FY09 were designed to continue into FY10, thus little room was left in <br />the new work plan for new items. Several items were designated as annual events: joint <br />meetings with the Human Rights Commission and Civilian Review Board; an annual report from <br />department. <br /> <br />The Police Commission continues its commitment to maintain a highly productive and effective <br />policy body that seeks continual improvement and addresses urgent issues affecting the <br />community as they arise. The commission has pledged to maintain its transparency as a public <br />body by soliciting public input at every meeting and while working on policy changes.
