ECLA: Baseline Assumptions ECONorthwest July 2009 Page 31 <br />? <br />Current technical recommendation for baseline assumption: We recommend <br /> <br />assuming need for 1.3 acres per 1,000 people or 50 acres of land for public <br />facilities and operations. <br />? <br />Data source: The assumption about need for semi-public land is a point in time <br /> <br />estimate, based on LCOG GIS data and City of Eugene Planning Department’s <br />building permit data. <br />2.4 S <br />UMMARY <br />This memorandum has presented preliminary baseline assumptions for estimating <br />land need as part of the ELCA project. We presented a factual basis for those <br />assumptions, the potential range of assumptions, CAC discussion about the <br />assumptions, and our recommendation for which assumption to use. The analysis of <br />buildable land supply is documented in a memorandum by LCOG and is under review <br />by City staff. Once the baseline assumptions for land need and buildable lands <br />inventory are finalized, we will compare land need with land supply. <br /> <br /> <br /> <br />
