ATTACHMENT A <br /> <br /> AL TE RNATIVE REGIONAL <br /> 2050 GROWTH SCENARIOS <br /> Sustaining Quality of Life in the CONCEPTS AND EVALUATION <br /> Southern Willamette Valley Spring 2004 <br /> <br />Three alternative regional growth scenarios are now being evaluated as part of Region <br />2050. This paper describes Region 2050 and the evaluation process. <br /> <br />WHAT IS REGION 2050? <br /> <br />Region 2050 is a voluntary, collaborative effort to improve and sustain quality of life in <br />the Southern Willamette Valley over the next 50 years. Region 2050 began in the <br />summer of 1999 with the adoption of formal resolutions by the Lane County Board of <br />Commissioners and the City Councils of Coburg, Cottage Grove, Creswell, Eugene, <br />Junction City, Lowell, Oakridge, Springfield, Veneta, and Westfir. The resolutions <br />endorsed the concept of developing a Regional Growth Management Strategy and <br />defined the forum for the dialogue among the regional partners. <br /> <br />Each local government has appointed elected officials to serve on the Regional Policy <br />Advisory Board which guides the Region 2050 process. A Lane Transit District (LTD) <br />Board member and staff from the Governor's office also sit on the Policy Board. Region <br />2050 is staffed by a Regional Technical Advisory Committee (RTAC) comprised of the <br />managers and planners from the eleven local governments, LTD, local utilities, the <br />Department of Land Conservation and Development, other state agencies, and the <br />League of Women Voters. REGION2050.orcl. <br /> <br />EXPECTED OUTCOMES <br /> <br />The result of the Region 2050 process will be a Regional Growth Management Strategy <br />that is submitted to the eleven local governments and state agencies for endorsement. <br />The strategy will set out the population and employment each agrees to serve over the <br />next 50 years. It will also contain a set of goals, objectives, and actions to maintain and <br />improve quality of life. <br /> <br />Likely implementation actions are changes to local comprehensive plans, including <br />urban growth boundaries (UGBs - a 20 year land supply) and Urban Reserves ( a 50- <br />year land supply), ordinances, and codes, and intergovernmental agreements. The <br />2050 population targets in the strategy will be used to arrive at the coordinated 20-year <br />population projections for UGBs, as adjusted to reflect projections for non-Region 2050 <br />cities and rural lands outside the Southern Willamette Valley region. Other possible <br />outcomes are a Regional Economic Development Plan, a regional vision for parks and <br /> <br /> <br />
