The Planning and Development Department began
the process of updating the Downtown Plan, previ-
ously adopted in 1984. The plan update incorpo-
rated the 2001 Vision into a framework for public
and private decisions affecting downtown in the
future, as well as building on other previous plans
and studies.

The updated Eugene Downtown Plan was adopted
by Cib: Council on April 12, 2004. During dis-
cussions of the Downtown Plan, Cib: Councilors
indicated their interest in prompt implementation
to establish the plm~ as a tool to realize our vision
for downtown. Prompt implementation of the plan
also takes advm~tage of the positive momentum for
change currently undem'ay in downtown.

After the plan was adopted, a downtown work plan
was developed that includes 116 implementation
strategies and project examples. These stratcgies
cover a range of dynamic and appropriate ideas for
transforming downtown Eugene. The Vision for
Eugene's Civic Center directly supports approxi-
mately 30 of the 116 work plan ilnplelnentation
strategies.
