Transition Costs: During construction, it might be necessary, to relocate some functions from their existing locations into rental space, which would cost more than thc operations and maintenance costs now being paid for occupying City Hall. Bond Issuance Costs: If the facility is funded in part with bond proceeds, a cost factor for bond issuance costs must be included.
