The CAC developed recommendations for determining the new SDC methodology. The <br />recommendations were presented to the Commission at its April 1, 2004, MWMC meeting. The <br />Commission conducted public hearings on April 22nd and May 6th which provided an extended <br />amount of time to submit oral and written comments. The Commission subsequently adopted <br />the new methodology on May 6th and has forwarded it to the Cities for public hearings in June. <br />Please see the attached material documenting this process. (Attachment D: SDC Public <br />Outreach and Involvement Activities) <br /> <br />Annual MWMC Regional Wastewater Program Budget and CIP <br /> <br />The Commission traditionally begins its preparation and review of the regional wastewater <br />program annual budget and CIP in December or January. The Commission dedicates the <br />majority of three to four meetings to review of proposed budgets, CIPs and user rates. These <br />reviews are all conducted at public meetings that are publicized in the local newspapers' civic <br />calendars. Meeting agendas and packets are routinely sent to the news media. This year, two <br />public hearings were held on the budget and CIP to provide extended time for oral or written <br />comment. <br /> <br />Local Public Outreach and Involvement Activities <br /> <br />City of Eugene: <br />There are three items before the City Council related to the regional wastewater program. These <br />items, and the related public notice and hearing activities, are summarized below: <br /> <br />· 2004 MWMC Facilities Plan and 20-Year Project List: a work session was held on May 19, <br /> 2004, a public hearing is scheduled for June 14, and action is to take place on June 28. <br /> <br />· SDC methodology and rates: a work session was held on May 19, 2004, a public hearing is <br /> scheduled for June 14, and action is to take place on June 28. <br /> <br />· Metropolitan Wastewater Management Commission (MWMC) FY 04-05 Regional <br /> Wastewater Program Budget and Capital Improvements Program (CIP): was scheduled for <br /> action via consent calendar on May 24, 2004. Action was held over until June 14. <br /> <br />For each of these items, background information has been provided to the Council (and local <br />media) via the Agenda Item Summaries. In addition, legal notices have been published <br />regarding the public hearings, individual notices have been direct-mailed to interested parties, a <br />news release and display advertisement prepared and distributed (to run Sunday, June 6), and <br />meetings have been held with local interested groups to present and discuss the regional <br />wastewater proposals. Information on the 2004 MWMC Facilities Plan has been made available <br />on the City's web site and hard copies provided for review at the Eugene Public Library. <br /> <br />Wastewater rates are implemented via administrative order. All wastewater customers are being <br />notified of the proposed local and regional wastewater rates through a rate notification brochure <br />inserted into EWEB bills, advertisements in the Register Guard, and via the City's web site. <br />Copies of this notice, which also outlines the citizen response process, will be provided to the <br />news media, interested persons who have requested notice, and interested government agencies, <br />posted at City Hall, and was advertised in the Register Guard on May 28, 2004. An article <br />related to the proposed increases was included in the Sunday, May 22, 2004, edition of the <br />Register Guard. A public hearing on the administrative order relating to the proposed rates will <br />be held on June 10, 2004. <br /> <br /> <br />
