SECTION 1 <br />Introduction <br /> <br />Public Outreach Component of the Biosolids Management Plan <br /> <br />In June 1996, the Project Guidance Team for the MWMC Biosolids Management Plan <br />component of the MWMC Master Plan recommended the creation of a Biosolids <br />Management Plan public outreach component. The objectives of this recommendation were: <br /> <br />· To facilitate public awareness of MWMC's need-to match biosol'~ds treatment and <br /> handling capacity with. the regional plant's generation of biosolids; <br /> To convene a group of people interested or affected by the biosolids program to prepare <br /> an advisory recommendation to MWMC for MWMC decisions; <br /> <br /> To develop a preferred biosolids management alternative consistent with MWMC <br /> policies through meetings and public outreach activities; <br /> <br />· To initiate and direct an outreach strategy; <br /> <br />· To corfiply with the public involvement principles established by the Joint Planning <br /> Commission and MWMC; and <br /> <br />· To ensure MWMC involvement, understanding, and endorsement of the advisory <br /> group process and schedule <br /> <br />The MWMC endorsed the recommendation in early August 1996. <br /> <br />Creation of the Biosolids Citizen Advisory Committee <br />An application soliciting interest in serving on the Biosolids Citizens Advisory Committee <br />was broadly distributed to interest groups and advertised in the media in August 1996. The <br />advertisement specified that the citizens committee would include a minimum of 8 and a <br />maximum of 15 persons. The group will include representatives from the cities of Eugene <br />and Springfield, Lane County, neighbors of the existing facility, agricultural community <br />groups, environmental organizations, business groups, academic/educational institutions <br />and the general citizenry. The application and media advertisement is included as <br />Appendices 1 and 2 to this report. <br /> <br />Thirteen (13) members were selected by the MWMC in September. A format confirmation <br />was mailed to the selected members in September with the agenda for the first meeting and <br />a background packet of information for the members to preview. The background materials <br />included a pamphlet on the treatment plant and the wastewater system, a description of the <br />biosolids management facility a copy of GREEN SCENE, a newsletter about the biosolids <br />program. <br /> <br />PDX17792.DOC <br /> <br /> <br />
