SECTION 3 <br /> Public Involvement Process/Citizen's <br /> Advisory Committee <br /> <br />3.1 CAC Charter <br /> A CAC was convened at the outset of the WWFMP and has met nearly 20 times through <br /> March 2000, generally on a monthly basis starting in August 1998. Thorough meeting ,, <br /> minutes were generated for each of the C. AC meetings. In addition to CAC members, <br /> meetings were typically attended by staff representatives from each City and occasionally <br /> MWMC commission members. A separate project steering committee also met monthly and <br /> was comprised of staff from each City who have responsibilities for the collection, pumping, <br /> and treatment of sanitary flows. Information prepared by the project team (consultant and <br /> City representatives) was presented first to the steering committee and then to the CAC <br /> typically a week to 10 days later. The steering committee's meetings always included an <br /> agenda item for the CAC where comments and iSSues produced at the previous month's <br /> CAC meeting could be reviewed and a response prepared. <br /> <br /> ?e _CA5 ~m..e~..b~_ r selection process began with advertisements in three newspapers and on <br /> ugene s City Web site. Selection criteria included: <br /> <br /> Residence area (Eugene, Springfield, or Lane County service area) <br />· Residence in an area served by an old pipeline system <br />· Experience with sewer rehabilitation work, either neighborhood or private line <br />· Sewer overflow and/or basement flooding experience <br />· Interest in or active in local government or civicor environmental groups <br /> <br />Ten citizens were selected from 13 applicants.
