Link outcomes ?to strategies? to goals? to vision.

Reflect outcomes in the budget overtly and specifically.

Rework and get buy in on new vision and goals statements.

Ensure council votes to ratify goals.
Let us vote on priorities for the immediate future. Then condense.
Come to closure on vision, values and goal. Inventory current issues and consider how they fit
with goals and whether focusing on worst or best.
Help us (staff ) focus on CC vision goals.

Communicate vision, outcomes and strategies to the public and report progress on a regular basis.
Share work with department staff as it progresses to get feedback. Share final or draft with com-
munity and neighborhood groups.

Develop more opportunities for council and executive interaction.
This is an opportunity for engagement. Continue conversations at cc table to push these issues
ahead, and evaluate what has already been done so we know where to start on each issue.

Act to ensure we continue to strengthen relationships.
Build strong functional relationships between council and staff.

ADVICE AND NEXT STEPS TO THE MAYOR AND CITY MANAGER (cont.)
(Staff advice is in italics)

Decide how and plan to use these new skills at our next meeting.
As you lead us don’t forget to use the work we did around best case outcomes.
Focus on possibilities and resist worst outcome thinking.
Somewhere down the road, revisit this process with CC to see where we are.
Model the way.

Adjust time of agenda items to allow for this.

Maybe pick one issue to “solve” using our new skills.
Look at the process to see how we can reinforce the learning like the three-minute rule, communi-
cations, etc.

Hold both staff and council accountable about listening.
Keep listening. Encourage listening so we truly understand each other’s perspective.

Be brave and bold. Be clear and brief. And trust.
Celebrate achievements!

I don’t have any suggestions. I guess I am too new. (George B.)

WHAT I AM WILLING TO DO PERSONALLY
(Staff commitment is in italics)

We will work together to achieve CC goals and the vision for the community.

MINUTES—Eugene City Council February 6-7, 2009 Page 15
Goals Setting Session
