<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Joint Meeting with Planning Commission <br /> <br /> <br />Meeting Date: September 9, 2009 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Lisa Gardner <br />www.eugene-or.gov Contact Telephone Number: 541/682-5208 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of this work session is for the City Council to receive the commission’s annual report for <br />the fiscal year 2009 and to approve the Planning Commission and Planning Division work program for <br />the fiscal year 2010. <br /> <br />The Planning Commission is particularly interested in hearing council feedback, direction, or concerns <br />regarding implementation of the following work plan items: <br /> <br />1.Eugene Comprehensive Lands Assessment and the policy discussions that will follow that work and <br />result in future Metro Plan amendments. <br /> <br />2.Infill Compatibility Standards and Opportunity Siting projects and how those two projects have been <br />an outcome of the Neighborhood Empowerment initiative. <br /> <br />3.West Eugene Collaborative and West Eugene EmX Planning and how those projects may serve as an <br />example for integrated land use planning and future Transplan amendments. <br /> <br /> <br />BACKGROUND <br /> <br />Since 1992, the Planning Commission and City Council have held joint annual meetings to review the <br />work plan and annual report, and to request council approval of the work plan. Over the last few years, <br />the joint meeting has been a successful tool for establishing and prioritizing the work tasks for the <br />Planning Division. <br /> <br />The proposed Planning Division Work Plan for FY2010 includes an introductory letter from the <br />Planning Commission Chair, Philip Carroll, along with project descriptions. Many of the projects are <br />ongoing from the previous year and will continue into FY10. Several new projects are introduced, <br />including state mandated updates to the Comprehensive Plan/Metro plan and Transportation Plan. A <br />new addition to this year’s work plan is an estimation of the amount of staff resources that will be <br />allocated to each project. Although this is a preliminary estimation based on current project <br />understanding, it provides an indication of how to prioritize resources. <br /> <br />The individual projects are organized into three categories: <br />? <br /> Mandated Projects <br />- Projects that are mandated by State law. <br />? <br /> City Council Priorities <br />- Projects that have been expressly authorized by the City Council. <br />? <br /> Emerging Initiatives & Collaboration- <br /> Projects that anticipate future needs and/or involve <br />interdepartmental collaboration. <br /> <br /> <br /> Z:\CMO\2009 Council Agendas\M090909\S090909A.doc <br /> <br />
