1these neighborhoods, (2) the existence of some evidence that trips will not materially <br />2increase, and (3) petitioner’s complete failure to identify which transportation facilities it <br />3believes will be significantly affected, we do not agree that the city’s findings are inadequate <br />4to establish that Ordinance 20418 will not significantly affect West and South University <br />5Neighborhood transportation facilities. <br />6This subassignment of error is denied. <br />B.Metro Plan and TransPlan Policies <br />7 <br />8TransPlan, which was adopted to comply with Statewide Planning Goal 12 <br />9(Transportation) and the TPR, calls for the city to designate nodes and to implement a nodal <br />10development strategy to reduce automobile dependence and increase use of other forms of <br />11transportation. Petitioner contends Ordinance 20418 violates a number of TransPlan <br />12Policies. <br />Land Use Policy #1: Nodal Development. <br />13“ <br />14“Apply the nodal development strategy in areas selected by each jurisdiction <br />15that have identified potential for this type of transportation-efficient land use <br />16pattern.” <br />17Areas within the West and South University Neighborhoods are identified in TransPlan as <br />18potential nodes. <br />Land Use Policy #3: Transit-Supportive Land Use Patterns <br />19“. <br />20“Provide for transit-supportive land use patterns and development, including <br />21higher intensity, transit-oriented development along major transit corridors <br />22and near transit stations; medium- and high-density residential development <br />23within ¼ mile of transit stations, major transit corridors, employment centers, <br />24and downtown areas; and development and redevelopment in designated areas <br />25that are or could be well served by existing or planned transit.” <br />26Petitioner contends that the additional off-street parking mandated by Ordinance 20418 is the <br />27antithesis of “higher intensity, transit-oriented development along major transit corridors.” <br />“Land Use Policy #5: Implementation of Nodal Development <br />28 <br />Page 27 <br /> <br />
