To the extent that recreational access to the Willamette River and to future <br />Glenwood development in Glenwood and Downtown Springfield is part of a business location <br />decision, the proposed South Bank Viaduct facility may increase the marketability of Springfield <br />and Eugene for new business and industry, <br />Goa110— Housing. This goal specifies that each city must plan for and accommodate needed housing <br />types, such as multifamily and manufactured housing. <br />Finding #50. The proposed Metro Plan text amendment and Goal exception will not reduce <br />available housing capacity and will not impact needed housing. As such this goal is not <br />applicable to the evaluation of this proposal. <br />Goal 11— Public Facilities and Services. Goal 11 calls for efficient planning of public services such as <br />sewers, water, law enforcement, and fire protection. <br />Finding #51. The Eugene - Springfield Metropolitan Public Services and Facilities Plan (PFSP) is a <br />refinement plan of the Metro Plan that guides the provision of public infrastructure, including <br />water, sewer, storm water management, and electricity. The proposed Metro Plan text <br />amendment and Goal exception does not modify any policies set forth in the PFSP, and no <br />future facilities listed in the PFSP shall be affected by the amendment. <br />Goal 12 — Transportation.
