PA 12551 in The Matter Of Amending The <br />Lane County Rural Comprehensive Plan (RCP) By Adapting A <br />Coordinated Population Forecast For Lane County And Each <br />Urban Area Within The County; And Adapting Savings And <br />Severabtilty Clauses. (Flo No. PA 0&5873) <br />MOTION: <br />For June 3.2009: Read the tine of the Ordinance and open the public hearing on Ordinance <br />No. PA 1255 st 130 p.m. Conduct the hearing. After testimony has concluded and the Board <br />has determined the form of the ordinance, then move to approve the W reading and set the <br />second reading and possible adoption of Ordinance No. PA 1255 an June 17, 2009. <br />For June 17.2009 Move adoption of Ordinance No. PA 1255 to amend the Lane County Rural <br />Comprehensive Plan (RCP) to include a coordinated countywide population forecast for Lane <br />County and each urban area within the county. <br />11. AGENDA UM SUMMARY <br />The small Mies In Lena County have submitted a proposal to emend the Lane County Rural <br />Comprehensive Plan to Include a coordinated twenty year population forecast for the county <br />and the cities within the county. Concurrently the Board Initiated a countywide coordinated <br />population forecast project and contracted with the Portland State University. Population <br />Research Center to prepare that forecast data. Population forecasts amused Inland use <br />planning as a basis for determining the amount and type of housing needs to accommodate <br />residents and to ensurd sufOderit thnd Is available for economic growth that provides jobs. <br />Currently, the RCP does not include provkmiy coordinated population forecasts. <br />Population forecasts are estimates of the future population of a given area and are based on an <br />analysis of historic population growth and assumptions about future demographic and economic <br />trends that are expected to occur. Forecasts reflect and incorporate expertise, judgments and <br />decisions with respect to factors such as the Integrity of the base . data used, the <br />appropriateness of the statistical model employed and the reliability of the assumptions <br />considered. In short, forecasts are an educated best guess of what the future population of an <br />area win be.
