Board Action and Other History <br />Since 1974 Lane County and several of the cities utilized the Lane Council of Governments <br />(LCOG) to perform the regional coordination of planning activities, which included the <br />development of population fcmc asting for local jurisdictions since 1977. As a local agency with <br />staff experienced in planning analysis and demography, LCOG was a logical provider of this <br />service. <br />As of all counties or coordinating bodies in Oregon have been required to work with the <br />cities to develop population forecasts for use by the county and cities in maintaining and <br />updating comprehensive plans or other land -use planning activities. In 20D6, the Land <br />Conservation and Development Cofnmiaslan (LCDC) promulgated OAR 660 - Division 24, which <br />Included direction to counties to adopt and maintain coordinated 20 year population forecasts <br />rea <br />for the county and each urban a within the county. OAR 660 -024-0030. <br />In early 2008, the Board of County Commissioners resumed responsibility for coordinated <br />population forecasts under ORS 195.036. On June 27, 2006, the ten small titles in Lane County <br />submitted an application to Land Mstagement requesting consideration of a Rural <br />Comprehensive Plan Post Adinawiedgement Plan Amendment (PAPA) to adopt a coordinated <br />twenty -year forecast proposed by the cities for the county and each city urban area in the c ounlyr. <br />On August 5, 200B, the Board Of CgnmLssloners dimc%d slat# to begin a countywide coordinated <br />population forecast project that would inoWde solicitation of appropriate consultant firms to , <br />conduct the analysis required for the project. Th Portland State University Population Research <br />Center was retained to prepare forecasts and the justificallon for those m1mbers. <br />On September 5, 2008, Sprirpfteid notified Lane County that the Department of Land <br />Conservation and Development (DL.CD) was notified the cities of Eugene and sprkrgtield had <br />Initiated a PAPA to the Mefro Plan to adopt new population forecasts for the dGes to Amply with <br />the needed haling determination required by ORS 197.304 ( HB 3337 in 2007). <br />On October 2, 2008, the PAPA application submitted by the small dfies was deemed complete <br />and the first public hearing was scheduled. The Lane County Planning Commission salieduled a <br />work session and Initial public heaft on December 1% 200& Referral notice of this hearing was <br />malted to agencies and Interested parties and published in the Register Guard on November 28, <br />2008. The meeting was cancelled due.to adverse weather. <br />Prior to the scheduled December 16, 20Q8 small city PAPA bearing, the L.ane.Caunty Planning <br />Commission paitfcipated 1n, coordinated population forecasting for the mstdo cities through a joint <br />hearing with the Metro t Vail planning commisswrr °s in Springfield City Hati onthe Afe6o Plan <br />Safe Harbor separate populatfon for&mts proposed by Eugene and Springlietd fdrthe first time . <br />under HB 3337.
