ATTACHMENT 5'- <br />Two additional work sessions and two additional public hearings considering the small City PAPA <br />were conducted by the Lane County Planning Commission, an January 6, 2009 and March 3, <br />2049. Ddliberations and a recommendation to approve the proposal were completed an Mlarch <br />17,20M. , <br />The small cities initiated the PAPA In response to the statutory and administrative rule <br />requirements that now pertain to the County. The small cities That have seen rapid growth over <br />the past few years and those with recent water and sewer service capability Improvements <br />propose that circumstances pertaining to the laws regarding population projetdlorts have <br />changed suf ictently to require this amendment to update their population pr*cdons. <br />Reevaluation of long range plans is under consideration In several of the small cities. Economic <br />Opportunfty Analysis, Housing Needs Studies and other documentation that might necessitate <br />amendments to city plans are being reviewed to ensure that urban services are adequate to <br />handle populations which may exceed those projected in past planning efforts. The lack of <br />countywide coordinated and adopted population forecasts, or the adoption of an unreasonable <br />forecast which does not account far current trends poses significant problems for cities seetcing <br />to create adequate long range plans and comply with applicable statewide plennlrg goals. <br />a. Policy Issues <br />The Board of Commissioners have the authority to adopt the coordinated population forecast for <br />the county and urban areas within the county. Tha citys future public factitty, housing and <br />transportation needs are based an future population farecasts that are as reasonable as can be <br />expected with a twenty year horizon. The coordination between the county and.the twelve cities <br />In Lane County to arrive at a coordinated forecast is based an Board policies and this process <br />will determine the outcome of the first adopted countywide coordinated population projection of <br />the twenty first century. <br />C. , board Goals <br />Adoption of this ordinance after conducing a public hearing supports the following Lane County <br />Strategic Goals adopted by the Board: <br />i <br />• Provide opportunities for o'tiaen participation Ica decision making, voting, volunteerism end <br />civic and community invoivernent <br />• Contribute to appropriate community development In the areas of imnsportation and <br />telecommunications Infrastructure. housing, growth management and land development <br />D. Financial andfor.Resoiirce Considerations <br />The tan small cities In Lane County combined funds to cover the application processing fee. A <br />reasonably accurate and long term population forecast Is Important to 'right size' any <br />Improvements to or construction of municipal Lnfrastruam projects such as water systems and <br />sewage treatment plants.
