CITIES, COMMUNITIES AND RURAL LANDS hies While the Policies in this document are directed at Lane County government, it is clearly recognized that the County has a responsibility to, and must coordinate efforts closely with, the incorporated cities within its boundaries. Statewide planning law . requires that each incorporated city develop and adopt its own land use plan which must itself comply with L.CDC Goals. The plan must contain essentially the same elements as the {burdy General Plan, with an additional element of an identified Urban Growth Boundary (re by Goal 14). Future urban growth for each city is to take place within that Boundary. In the case of the Eugene - Springfield Metropolitan Area Plan, a mutual Boundary is adopted by both dries and the County. For all other cities, the County must.ratify the cities UGBs by independent evaluation of, and adoption of, appropriate city plan provisions. Through this, method, the County becomes responsible for a dministerin g the provisions of city plans within the city UGBs but outside of the corporate city limits.
